I have the perfect picture to upload to LOLCATZ but I can't work out how to add white text with Black outlining like they seem to do every one of their posts.  Do they do the capping? Or do you know an online resource where I can add white text with a black outline?

You can do it in Word or PowerPoint if you have to. Just use the WordArt function, then choose the shape without any arcs or twists.

Do you have photoshop?
If so, then it's very easy.
Make your text layer in white.
Make a layer below the text layer.

Using the magic wand tool, select the text.
Go up to the select option on your taskbar. Select Invert then select Expand. You're going to want to expand the selection by one or two pixels.

Using the paintbucket tool, fill in the layer below your text with black.

If you want to get fussy you can select the spaces between the letters in the text using the magic wand tool, then then contracting by one or two pixels to make it look nice and neat.

but yeah. It's not that difficult.
