I was formerly a paralegal,and this sounds a lot like the stuff I had to read and edit.

It's amazing how much time, therefore, money is wasted on trying to understand garbage like this - merely because some writer is trying to appear smart. Stephen King says: "This is like dressing up a household pet in evening clothes."

Heeeh. The stakeholder vampire thing is a running gag in my office ever since the boss made an off-hand comment about Margaret Thatcher as vampire that really, really messed with the heads of some very dumb (and *really* ignorant about popular culture) journalists a couple of years back ;).
