I agree with this. Indoor on all public places and restaurants and whatnot is one thing, but outdoors as well? That's too far. It's a bit like forbidding people to smoke in their own houses or gardens because the neighbours can smell it. I'm aware that some people are more sensitive to the smell of smoke than others (my mother knows a woman who can smell if the person in the car in front of her is smoking while driving), but come on! When we're outdoors we can choose not to stand down wind and people can do what they like in their own gardens. Including smoking.
I think the ultimate goal here is to making smoking tobacco illegal completely, and they're babystepping their way towards that.
