The EDP really need to get a new headline writer

The other day they had "Dog Stab man charged" – which was bad enough but this morning, the lead headline is:

SUGAR PLANTS STRIKE THREAT
Which can be read three different ways!

1. Sugar (either a person, or an anthropomorphic super villain) has planted a strike-nuclear?? somewhere!

no no, not really. We love you, Lord Sugar.

 

2. Sugar Plants – and we all know in England it isn't pretty, innocuous sugar cane

,

it's ugly plotting sugar beet

 

—are doing the same. OR they are planning to strike which would cripple the local economy.

or

 

3. The real one, which isn't half as much fun.

MATE. To a Queenslander like myself there's nothing particularly pretty or innocuous about sugarcane.

What *does* it mean? The obvious one for me is that sugar plants are threatening to stop working - which makes me think of trade unions for vegetables. Does it mean that people at sugar factories are planning to go on strike? Or that Lord Sugar has created a threat of industrial action [somewhere]?
Maybe the point of its incomprehensibility is to make you read the article to find out?

Yes, there's an industrial ballot within the sugar processing industry for more pay and striking if not. but so badly writing. in very big letters!
